Can I buy auto insurance without a drivers license?

I have never had a drivers license I am a mexican national.

You should not be able to... as you cannot legally drive. So a premium would be charged for service that could never be given or a premium would be charged for an illegal act (you driving). Most carriers require a drivers license in order to determine rates. So no DL, no policy.

I have seen some policys where the vehicle 'owner' did not have a license, however there were (of course) other listed drivers, (ie grandma can not longer driver, so jr. now is the principal driver). Grandma is still the named insured and owner, but not a driver. That's the only way I can imagine this working.

Depending on the company. I currently work for a company that will insure someone who has never been licensed in the US. Made for someone like yourself.
Do you have a foreign license or international? Many companies will accept these.
