how can a insurance company charge you for a driver who does

the insurance company was asking my mother about my cars, and my mother told her the only time she drives my car if i need her to pick up the kids or its in the shop cause i cant drive both cars and they decised to add her on my policy

If your mother lives in the same household as you, most companies will want to add her as a licensed driver that resides in your home. If she has her own vehicle and own insurance, and I am assuming you do as well, she should be what is called a non rated driver. (No Charge)

If she does not live with you and only drives your vehicle occasionally, they should not need to add her to your policy. If that is the case, I would contact your insurance company to discuss this again in more detail to be certain they understand the situation completely. Please keep in mind that not all insurance companies handle this situation in the exact same manor.

They added her as in every state I know of, your carrier will end up extending coverage to your mother when she drives your vehicle and she has access to your vehicle at any time. That is, since she can (and does) drive your vehicle pretty much when she wants, there is a risk involved. Premiums are based on the risk that an insurance company accepts.

If it were possible to excluded coverage to your mother while she was driving then a carrier might do this. But with todays law, this is almost impossible to do.
