when i reasearch the corvette from autotrader, kelly blue book, Edmunds and local papers the averge price for my 03 corevete was $26,999. the isurance company offered a firm price of $21,000.

How are they arriving at this amount? Have you reviewed their information to make sure it's correct? Local papers and the Auto Trader are asking prices... not selling prices.

Insurance companies usually give a little higher than trade-in value since the money they give you is what they consider a replacement value. They are calculating as if you were going to trade in your car for a different one. Policies and laws in your area of course could be different. For instance, I had my Accord totaled a few years back and they paid me a lot more than even market value. =/
