is a person that rear ends someone always liable for the acc

if someone is involved in a rear end collision are theythe ones found liable even though the other driver may have made a sudden stop or didnt turn when signalled?

Despite the terrible question... no, the driver behind is not _always_ 100% at fault. 99.999% of the time, but not always.

Just because they came to a sudden stop is almost always never going to be their fault. If they could stop, so should the person be able to that was behind them. Classic following too close.
