insures you and not your vehicles? So that instead of having an insurance policy on each vehicle you own you have insurance on you, and it covers any vehicle you drive?

Non-vehicle owner policy maybe? All states do not offer this. Most states, and policys, the vehicle ins is primary, drivers secondary.
Check your states dept of insurance website, you should be able to find some information there, about what is sold in your state.

There is auto insurance available to persons who do not own a vehicle. But your post indicates that you indeed own the vehicles. Most states have now enacted motor vehicle laws that require a vehicle to be insured before it can be registered. If that is the case in your state, your "plan" is probably unworkable as long as you are the owner of the vehicles.
