Is there anyway a minor can get car insurance without being put under their parent's car insurance.
OR is there a way a minor can get put under a policy even if they don't live in the state as their parent/policyholder.?

Yes. If the minor is legally licensed, they must have access to auto insurance. Insurance companies naturally prefer to add a minor to a parent's policy since the adult probably works and has the money to pay for the insurance. But if a parent is not a driver, they might not have auto insurance.

About the only way for this to happen is if the child is away from home while attending school. If the situation is that the child is living with a custodial parent in State A, and their other parent is living in State B, it is highly unlikely that any insurer will accept that risk.
