I turned left into the left lane and as I did so the car in the right lane changed lanes. I clipped the other cars back bumper. Whose fault was it?

You have not provided enough information for anyone to know exactly what happened. Where exactly was your vehicle when the collision occurred (where in what lane) and the same question for the other vehicle. What was the point of impact to each vehicle? Was a police report filed and were any citations issued? If so, to whom and for what reason?

Although Tcope is right you did not supply much information, with what you did supply it would seem you are at fault. You state you clipped the other driver's rear bumper. You were coming from the median and he was in the right lane.
To clip his rear bumper in this left lane that both of you entered, he would have established himself in the lane. If you had established yourself in the lane, he would have struck you somewhere in the side. If he tried to cut you off, would have struck his rear bumper (not clip). If you both entered at the same time, it would seem that you would have made contact somewhere else other then clipping his bumper.

Hopefully..OP.............you DID call the police, after the accident happened. I have a question, for the Experts, on this one: the OP already said she hit the other car in the bumper. Isn't it AUTOMATCALLY the fault, of the driver, who rearended the OTHER car?
