Is using cobra option a must before choosing other insurance

No . . . you are not required to exercise continuation under COBRA. You would have to qualify for new insurance for yourself and your dependents. The coverage would probably be less than what your group policy provides, which is one of the advantages of continuation under COBRA -- although you have to pay the full cost of the group insurance.
However, if you are trying to obtain Guaranteed Issue coverage under the provisions of HIPAA, you are generally required to first exhaust your COBRA continuation benefit.
