My father in law is gravely ill, will not last much longer, he has made the eldest son power of attorney. he does not have enough insurance to put he and wife away , and also other bills, but has a life insurance policy with a chunk of money for one of the 4, she will not use it for her family, she wants it for herself. but we will need it for her dad and her mom. can the beneficary be changed.

The beneficiary may only be changed by the OWNER of a policy. A power of attorney is not a substitute for this role.
So the answer to your question is NO . . . not by someone who only has POA.
