So the vehicle is all set to be repaired at one of State Farm's Select repair centers when i was speaking to one of the agents she stated that once i have had $1000 of medical bills that i would be eligible for a pain and suffering settlement. What determines the amount i am eligible for.

Ultimately, a judge or jury. But before then there is a reason its called a "settlement". To further this, what determines that amount is the nature of the injury, your prior health, your age, your location, your medical treatment, your possible future medical treatment and a few other things.
If you only have about $1000 in medical bills, don't expect a million dollars.

Well the reason there hasn't been more than there is i had trouble getting off of work or getting the time excused for treatment
