I read somewhere that the pre licensing exam for Virginia Life and Health consists of 140 scored and 10 pre-test questions. What does this actually mean? Please define in detail.

It can only mean that in order to be a licensed agent one has to sit for a test wherein they face 140 scored and 10 pretest questions.Some questions probably have a multiple choice option. These are probably not pretest questions. There are some questions which are not scored - pretest question.

140 scored and 10 pre-test means that your passing grade is counted against the 140 questions. The 10 pre-test questions are being evaluated to determine if they are valid questions (not too easy, not too difficult).
Can't say for sure if they structure the test that way or not. Check the VA Dept of Insurance website for information.
