the repair bill for the car is $15.300,,i paid $22.500 for the car three months ago,and the car now has 8k miles on it,,other parties insurance is taking care of it,,,will i get a total loss?

What you paid for it 8 months ago does not mean it's worth that amount now. I could buy a 1990 Escort for $20,000... this does not mean it's worth that much. If you bought it new, you can expect it to depreciate 20% once the title is put in your name. Check NADA for the value of your vehicle.
Based on what you have posted, the insurance company would probably consider it a total at $18,000 (80% of it's value). Or if they suspected a large supplement they might total it it for $15,500.
