I had a total of three accident. Received three civil infractions. In which one was for not being able to show proof of insurance. I had a total blackout or amnesia or something? I recall nothing but yet, the doctors office visit and the police officer never noticed my unstableness. How can that be?

Well, perhaps something has been lost in your attempt to put much of your post in the title.
But if you're asking how is it possible for a doctor or a police officer to miss something about your physical condition, there are plenty of people who have gone to see their doctor, been told they are in "perfect health" and collapsed and died of a heart attack on the sidewalk outside the doctor's office on the way to the car.
Police officers have been known to "look the other way" when it comes to certain offenses rather than get involved in writing reports for two or three hours.
Anything is possible when two or three human beings are involved.

I think I have the same problem... I read the entire post and know next to nothing about anything.

Yes, police officers are known to behave that way quite often, still I'd be curious to know their views in this regard. Were there any witnesses to it?
