The vehicle infront of me on the interstate partially left the roadway, his left side tires were a few feet accross the line. While over there he hit and kicked up a piece of road debris which struck the fron of my new Tahoe. Scratches on the bumper cover and airdam. Due to him leaving the roadway and kicking up the debris, should his insurance pay? We got his tag number and have a police report to pick up?

If the object were in the road then the other person would not be negligent. You'd have an argument if they left the road and kicked it up from the side... not a strong one... but an argument. The problem will be that the other person will most likely deny that he entered the side of the road. I'm guessing, perhaps he/she won't.
