i have medicare part A and B due to a disability. However my primary insurance is through my husbands employer who has prescription drug coverage. Am i eligible for medicare prescription drug coverage even though i have it (prescription drug coverage) through my primary health plan?

The official "Medicare & You 2010" publication (on p. 62) states:
Medicare offers prescription drug coverage (Part D) to everyone with Medicare. To get Medicare drug coverage, you must join a plan run by an insurance company or other private company approved by Medicare. Each plan can vary in cost and drugs covered.
Because you have primary coverage under a different plan, you would probably NOT derive any special benefit under a Part D PDP -- especially after having to pay $30-$40 per MONTH for the plan. It would only cover expenses not paid for at all by your primary plan.
And if a medication was not covered by your husband's employer's plan, it almost certainly will not be covered by any Part D PDP.
Don't waste your money. At least not before you turn age 65 or are no longer covered under your husband's plan.

Yes, I'd agree with the fact that if you're willing to pay for any plan that covers in excess, it could ultimately mean some loss for you. Once you turn 65, then you may consider the options that come your way.
