when the air bags open is it considered a total loss?

Depends. Is this as $2000 vehicle or a $250,000 vehicle? Insurance companies usually consider a vehicle to be a total loss when the cost to repair is 80% of it's value. Usually when airbags deploy the entire airbag unit needs to be replaced, the dash needs to be replaced, the windshield, etc. So if the vehicle's value is, lets say, close to $5000, then it could be a total loss.
