My husband backed up into another car in a parking lot on private property. We do not want to give this to our insurance company and just want to pay for the damage to the other person. What do I need to have the other person sign so that we have something saying they are paid in full and does it need to be notorized?

Notarized is neither a "+" or a "-", it's just a fact that a licensed, neutral third party has witnessed the signature.
If the other party signs a statement indicating that they have received "full consideration" for their damages, you should be fine. Notarized or not. Have them write the statement in their own handwriting as verification that they were aware of what they were writing/signing.
