My car was parked and someone else hit the rear quarter panel. If I don't want to have it fixed does their insurance company stil have to pay me the damages?

If the other party is determine to be at fault, their insurance will pay you the amount it would pay to fix the vehicle. What you do with the money is up to you.

It seems like you want to pocket the money here. Which you can, but you need to let your insurance company know that you had damage that was not repaired. They will not pay for the claim twice. It is your duty to inform your insurance company.

That's true if you are not in any fault and the other party is to be in fault then you can claim to them or they will pay you the amount.
You must have third party assistance. So that you can be cover for any kind of accident whether it will be your fault or not.
