My mom just told me that her auto insurance called her and asked if my brother who is 20 still lives at the home. She said yes. she did not know why they were asking. Today she finds in the mail that they added him to her policy. Is that even legel?? This is in Kansas

Yes. As a driver in the household, he has access to her car. To avoid the additional premium, you mother needs to EXCLUDE him as an insured driver of her vehicle(s). Doesn't matter if it's in Kansas or the Land of Oz.

Yes, it is legal. Your auto insurance policy would provide coverage for any household member driving the vehicle. This is the reason they added your brother as a driver, because he lives in the household. I would recommend leaving your brother on the policy because in the event he does drive your mother’s car, even if he is just backing it out of the driveway, he will be covered in the event he is in an accident.
