Can a manager legally take another agent's monthly residual

Agent comes into the company and sponsors another agent in their downline. The person generates decent residual for the sponsor. The sponsor's "manager" moves the agent that is generating residual under his team thereby taking the residual for himself. This seems like stealing. Is there a law or regulation against this in the industry?
