My insurance paid out value of car as initially we didn't know who driver was. We found out who driver was and he is insured. His insurance just sent me a property damage release and offered my about $5000 less than value of car. Why are they offering me money? I wasn't injured or in car. How much should I expect?

I'm guessing at some point they spoke to someone on your end. Some how they obtained the info on your vehicle and determined that the damages were enough that it was a total loss. I'm guessing during this process no one mentioned that you already filed your property claim with your own carrier. You need to let your carrier know about the other company so that your carrier can seek recovery and refund your deductible to you.

My insurance knows about the other carrier as we are covered by the same company and they were aware of this by the end of my claim. They also refunded my me deductible since it is same company accident. So...does this matter?

You say "refunded my deductible"... as in your carrier paid your claim. They were then told that they also insured the other party and sent you a property damage release for an additional $5000. I think you are mistaken about something or are not aware of something.
Who mailed you the release? Call this person and ask them what is going on.
There is no reason that money should be issued to you under the other person's policy as "your" carrier (same as his) already paid your loss.
