How do I find the name of a a companies insurance carrier

I am trying to file a claim with a construction companies insurance. I have called the construction company and they refused to give me their insurance carrier's name. How do I find out who the construction company is insured through?

What is notice of claim?

Do I have to file a claim with their insurance company before I file suit against them?
