Do I have a strong case? Or, is it all hearsay?

I hit an unmarked pot hole in a construction zone. I have done months of research, getting records form the county, recorded voice calls from actual workers that are very incriminating and admit fault. I have signed statements from witnesses and workers that witnessed the incident. The county and the head construction company have denied my claim. There were sub contractors that were there as well.

Should I submit claims to all the subs and hopt they work it out between them or should I just take them all to small claims court now?

If I do go to small claims and the construction compnay represent themselves and I have the above evidence......Do I have a strong case? (I ask becasue other post suggest it is hearsay)

Is it still hearsay if it is only small claims?
