Your mom in law may be able to get a final expense policy. I would recommend posting your question in the the life insurance forum. Agents working the final expense market may be able to help you if youprovide more information, like how much coverage she is seeking, and for what reason, what state she lives in, her health history and medications. Even very old and ill people can usually qualify for a guaranteed issue burial policy, although with some limitations, through Presidential Life, if available in her state, but that should be a last resort.

It's possible, but highly unlikely. At 81 she's right around life expentency, the insurance company isn't looking to buy a claim. So they need believe she'll be around for a number of years. Her health needs to be more than perfect.
Another option would be a pre-need planning with a funeral home. They'll make a much better deal for you than if you just for to them post-mortem. There are agents who can assist you with this, let me know if you'd like me to get you in touch with someone.
