I own the vehicle out rite and had somebody hit it and run can i charge labor if i fix it myself

The insurance company will either have you obtain an estimate or have one of their appraisers write one up. What you do with the money after that is up to you.

Suppose the OP fixes it on his own now, won't it be a cause for claim denial if the same mishap gets repeated?

The OP can take before and after pictures to show the damage was repaired. Adjusters can tell old damage from new damage, but if I did the repairs myself, and had not paperwork supporting the repairs, I would use pictures to confirm repairs.

Getting hit in the exact same place again? As mentioned, old damage is pretty easy to spot and either the insurance company took photos of the vehicle before repairs or the poster should.
