What is the per mile rate used for total loss ACV adjustment

In regards to a "Total Loss" vehicle, what is the fair market $ per mile rate used for adjusting the ACV in California for 2010? I was given $.33 cents opposed to the IRS $.50 rate. The report says it has 72% less than average mileage and the $.33 cents seems low to me. Especially when they considered it in Above Average condition and added $200
