these 2 victims rode the car to the hotdog stand. One was the driver who has his name in the policy, the other one lived with him. Will the UM coverage cover both victims even if they were not inside the car when the accident took place?

Some of your question must have been typed in the subject line and not in the message body. But, based on what's available, the individual who is a named insured has coverage as a pedestrian, but the uninsured passenger would only have coverage if actually occupying the vehicle at the time of the collision.
If not in the vehicle, and not a named insured, no coverage under the insured's policy. But if the passenger has his/her own auto insurance, they may have coverage under their own policy.
