A "written statement"? I doubt the policy was cancelled... probably just not renewed. Yes, they could non-renew the policy with no notification. They are not required to give someone insurance. You had a contract for a certain amount of time. Once that is up they are not obligated to offer anything else.

Most states' insurance laws require advance notice of "intent not to renew" so that Plan B can be put into effect so that no lapse in coverage occurs. In states with mandatory proof of auto insurance requirements (principally for vehicle registration), this is always true.
Utah is a no-fault state, so it's unlikely that you can be non-renewed (other than for non-payment of premium) without advance notice.
