rear-ended in 2007. insurance company spent over $35,000 to repair my car, then cashed me out for $45,450. I bought car back from insurance company for $9,300. Should registration fees be based on salvaged vehicle value?

The insurer should repay you a prorated worth of the registration fees that you paid while you started driving your car. I guess they're calculated on the ACV while the accident occurred.

2008 Toyota Corolla-S?0 CarMax has a couple currently listed for $14,000-$15,000. Salvage price might be $8000-$9000. You don't provide enough information.
