Insurance Claim Check

Hi, I received a call today from an Motor Vehicle Administration investigator. Long story short, he told me my old insurance company is mad because they can't take my totaled car off the lot of a tow place because Maryland wont release the 2nd part of my title to them. They issued me a check for 5700.00 with my name on the check only. I was told on the phone they would issue me a check with my lien holders company's name on it and then my name, but it wasn't done that way. So I deposited the check and waited a month to see what was going to happen and nothing happend. So I continue to make payments to my lien holder as I was doing before but will I have to pay my old insurance company 5700 back? My options in the first place were to keep the car and receive 4900 or sell it and receive 5700. Im still making current payments on my vehicle that I dont have, but my insurance company wont be able to do anything with the vehicle until its paid off. Do I have to pay them back for their negligance? Its their responsibility to protect the lein holder.
