I have a 2006 HHR, that has hail damages fron from the previous storm in AR. I was told that the car was totalled!, and that they will pay 70% of the retail value. My RV on the car is $13,400.00. So, they will be only giving me $9,380.00, so I will have to pay $1, 920 out of pocket. Are they also required to pay what I paid on my registration & sales tax with the settlement amount? Or can I still trade in my vehicle?, since there is no written offer yet?

No they are not required, although some companies will. It's not usually something they admit to offering. Sometimes, you have to ask.

Then you'll definitely need to ask. The amount that you paid towards the sales tax and registration could be a big amount. If you get reimbursed for it or say a part of it, then you save much of your out-of-pocket expenses.
