We had 2 claims resulting from the same issue. One was on one day and one was on the other day. Can an insurance company charge 2 deductibles?

Well, I'm going to say yes... only if it's actually two claims, which I suspect it is. Something that happens one two different days usually has a broken chain of events. If so, then its two separate occurrences and two deductibles would apply. It does not matter if the same thing happened twice.
However, if the damages 100% overlap then simply file one claim and have all of the damages repaired under one deductible. The insurance company cannot make you file two claims. But I'm guessing that at least some of the damage does not overlap.

With that amount of time between incidents, without additional information, they are likely separate events and thus separate claims.
I've heard of a claim that occurred on an icy interstate where the insured slid into a stopped vehicle. 30 seconds later someone slid into them. Their insurer applied 2 separate deductibles as 2 separate claims. Pretty underhanded in my opinion.

Still two separate incidents. The first had nothing to do with second, and vice versa. My only question would be, if the second incident was caused by another vehicle, that vehicle's owner's insurer would be handling the claim and no deductible. That is unless this other driver had no insurance or there were other factors.

building new house. bought dwelling policy with builders risk. This is rental property. While tenants movng in, bought rental dwelling policy on structure. Had a fire before the 1st policy was canceled. Both companies are aware of each other and said they will share in the cost of the claim; however, they are both hitting me for the full deductible with each company. Can they do this?

Should be a separate thread, but...
They should do a pro rata and each take a percentage of their deductible matching the percent they will pay out on your claim.
