Wanting to investigate opportunities to acquire agencies, but would like to have some rules of thumb or ballpark estimates for what agencies might be worth based on size of personal lines books of business.

Figure the annual cash flow on renewals and multiply by 2x-6x, depending on the size of the book. That will give you a pretty good idea of the range you should expect to pay. You might want to figure in a loss of 5%-10% of the book when clients discover the agency has been sold -- as a margin of safety on the purchase price.
The value of new business is all on you and your ability to market yourself and your solutions.
