Well say like a person has Auto Insurance & has a blowout that cause a minor accident is there any coverage to get the vehicle repaired & tires replaced

Your liability coverage’s, property damage and bodily injury will cover any damage to vehicles other than yours. The only coverage’s that may cover damage to your vehicle, if you caused the accident, are comprehensive and collision. However, they will be subject to your deductibles.

The damage you did to your own car is covered by collision coverage, if you paid for it. Your tires are not covered for a failure such as a blowout by anything other than the manufacturer's warranty. Comprehensive coverage might pay for replacement tires and wheels if they were stolen from your vehicle.
