Underlying Health Insurance deductible policy

Is there an insurance policy that will pay your health insurance deductible? You can buy an insurance policy for everything else. It would be a supplemental underlying policy. Maybe something like AFLAC. Say you have a company with 100 employees. You estimate 15 of them will need a $5,000 deductible paid out under that underlying policy over the next 12 months. I'm sure an actuary can figure the risk and premium for that.
