I am a 61-year-old male insured with Progressive for 8 years

When all of the Progressive auto insurance TV ads (Flo) tout that Progressive gives discounts for being a safe driver and not having accidents, and I have been with Progressive for 8 years and I have no accidents or moving violations and they still raise my rates, is this grounds for any type of false advertisement, discrimination, mental anguish, or class action suit (I'm sure they have done this to other good drivers)?

If it is, I want to sue a LOT of companies! If you believe any commercials, you need to get out more often.

No, I don't think your rates have been raised on grounds of discrimination or mental anguish. Premiums may vary due to a number of factors. Even the value of your car may affect the worth of premium that you need to pay.
