I live in NJ and I want to take my 23 yr old daughter off my policy and make her responsible for her own. If she were to lose her own insurance would I be liable if she still lived with me? What would I be risking?

Not just because she lives with you, rather only if you own (in anyway) the vehicle that she is driving at the time.
If she drives without insurance she is just waiting to ruin her life.

if she hits a school bus with no insuurance and is deoendant on you, there could be trouble. Do you declare her as a dependant on your tax returns? If so, ou can be sued depending on your state.
