My car was hit while it was parked. I am not at fault. The damage will cost $1300 to fix. The insurance says it can only pay about $500 of that.Can i take them to court for the rest of the money.
I am not sure where i will have to get the difference from. Please advise

Whose insurance? Yours or the party's who caused the damage? Your insurance pays "Actual Cash Value" of the repairs minus a deductible. The other party's insurance pays the "Actual Cash Value" of the repairs without any deductible.
Either way, if the value of the repairs is $1300, and the insurance company is telling you they won't pay that much, they have to explain the basis on which their claims payment is calculated.
You cannot sue the insurance company, they did not cause your damages. You sue the party that collided with your parked car. You can collect any amount up to the full value of the repairs, minus anything paid for by insurance.
