Is "PIP" auto insurance mandatory in Michigan, even if the "insured" has Medicare as his primary insure and a Gov't retiree medical insurance that cordinates with Medicare as secondary insurance that covers 100% of hospital and doctors costs of the insured?

Yes, it's mandatory. Medicare is secondary to everything and even more.
You are not just paying to cover your own medical bills... it's to cover everyone else's. This is how insurance works. How else is MI going to be able to offer PIP for life... just because a person was hurt involving an automobile. :roll:
