water leakage from a storm

we had a bad storm and the window wells drain was covered by the rocks inside. When we noticed the leak we checked the drain and we uncovered it. As we were dealing with the leak about 20 min later we noticed that more water was coming in. We checked the well and the drain was covered again. The amount of water seemed to be causing the rocks in the window well to shift, blocking the drain. Would this be covered.
