CAN I INSURE MY OREGON DRIVERS LICENSE

I DON'T CURRENTLY OWN A VEHICLE BUT WANT INSURANCE SO THAT WHEN I DRIVE SOMEBODY ELSE VEHICLE IT'S COVERED IF I WAS TO GET INTO AN ACCIDENT.
IS THAT POSSIBLE IN THE STATE OF OREGON? I AM NOT REQUIRED TO FILE AN SR22, I HAVE A REALLY GOOD DRIVING RECORD AND MY LICENSE HAS NEVER BEEN SUSPENDED.
THE OTHER THING IS WHY IF I DON'T HAVE A AUTOMOBILE DOES AN INSURANCE COMPANY PUT POINTS AGAINST ME FOR NOT HAVING INSURANCE THE LAST 30 DAYS? AND WILL INSURING MY LICENSE HELP SHOULD I CHOOSE TO PURCHASE A VEHICLE IN THE FUTURE?
