my sister named a friend of hers as the main beneficiary as long as she was to set up a trust for me, her sister so that my house would not be lost and my bills be caught up and mortgage and HOA dues paid every month. The woman is keeping all of the money my sister left. There was nothing in writing, but there are 4 of us that know that this was my sister's wishes. Can I dispute her keeping the money my sister wanted to go to me?

Your question is not clear.
If your sister wanted you to have the money then why did she name her friend the beneficiary?
Or was she a joint beneficiary with you? In that case you should get your portion of money through the insurance company.
But if you were not a named beneficiary then fighting a case for it might not be a success.

My sister wanted her to set it up in a trust for me because both my sister and I kind of blew through the money that we got when my mom passed, so she wanted someone to make sure it went to catching up my bills, and HOA dues and then pay my mortgage every month until it ran out. My sister knew that I was really far behind on my HOA dues and that they were going to do a Trustee Sale on my house, which they did on September 15. I had a payment arrangement with my HOA until my sister died and then they gave me 90 days of not paying while I was waiting for the insurance claim to come in.
