can someone who filed bankruptcy chapter 13 acquire a insurance agent license?

Generally, yes. You will likely have to inform the state of your prior (or pending) BK, but this does not preclude you getting a license.
However, just about every insurance company or employer is going to run your credit prior to offering you a job. This doesn't mean EVERY one will, but be prepared for this. Since you're dealing with (potentially) millions of $$ of OTHER people's money, they kind of like to make sure that their agent isn't going to steal it.
