A drunk driver was driving his girlfriend's car, he was totally drunk when he hit some cars and then hit my friend. The drunkard then fled the scene, later the police arrested him, my friend was taken to the Hospital, treated then released. the insurance is bulking at paying, says he has a 500.00 deductible. What is going on? Can someone please advice?

I don't think you have the facts correct. While it's possible (the policies I deal with have them), very few policies have a liability deductible. I think you are probably mixing up several different issues. (even if it was a $500 liability deductible, the other carrier should pay and then recover the $500 deductible from their insured. But again, I don't think it's a liability deductible).

If I were to guess I'd say that the other company either has a coverage issue (DUI and the use of the vehicle) and/or are still investigating liability.

My advice is to check on the status of the claim with the other carrier for the correct information and feel free to post a reply here and/or if your girlfriend has collision coverage to file your loss under that coverage and have her insurance company seek recovery after they pay.

Am I missing something? there are no deductibles involved if your friend is getting reimbursement from the other party insurance. May be they are still investigating, as tcope says.
Also you haven't mentioned if your friend was hit by the drunk driver while he was in his car or he was hit as a pedestrian.
If he was hit in his car then you can subrogate through his collision coverage, or through his PIP if hit outside the car.

Drunk driver was on fault, and insurance company should compensate the claim as soon as possible, i think discuss the case with a attorney and put the light on hidden aspect of the insurance claim.

Pretty much your partner who was involved in the accident has to pay $500 before his coverage will kick in for the remaining.
