PIP is Personal Injury Protection and only applies if a person is injured in the course of using the vehicle as it was intended. Comprehensive coverage addresses fire loss.

If you have comprehensive coverage, then only a fire loss will be covered.
Other damages that may be covered under comp. coverage are; natural disasters like hail storms, tornadoes, hurricanes, earthquakes, malicious mischief or vandalism, explosion, theft, damage caused by animals, falling objects.

If you have PiP and your car was damaged as a result of some idiot, any injuries you sustain are covered, but what about your car in a no fault state or if your not at fault, does that persons insurance cover your car?.
