I know insurance agency is CA can do almost any service that DMV does, more expensive but faster vehicle registration etc... Do you need special insurance license for this, how it called?
Also do they have access to vehicle registration database too?

I don’t think they can issue number plates, can they? Insurance companies are different from state departments. If they weren’t, the DMV would have been selling policies over the counter a long while ago.

No, only DMV personnel have access to the vehicle registration database. It can be shared with an individual on special request only and that would require a lot of work.
