I need to design a package for stunt artists who perform stunts on film sets, spectacular events and demonstrate extreme sports and the like. Workers Compensation is not required as these potential clients would generally operate as sole traders. For each cover suggested, I also need to know why each cover is important.

Are you trying to insure the performers or the production company?
The performers need "own occupation" long term disability income policies with very short elimination periods (such as 3-7 days) and, perhaps, health insurance. The producers need sureties if any of the performers are critical to the completion of the movie (such as when Matt Damon did almost all of his own stunts in the Bourne movie trilogy), and liability insurance for protection against negligence claims from any performer injured if a planned stunt goes terribly wrong.
The production company will also need workers' compensation insurance to cover any of the performers, cast, and crew who are considered "employees" and not "independent contractors" at the time of their service.
On set vendors, such as caterers and craft service providers need their own liability coverage and personal insurances.

Check the policy carefully and see if it covers 'accidents and injuries during rehearsals'. In 78% of all cases stunt artists injure themselves during practice sessions.
