Oklahoma state law requires you to be at least 15 years and 6 months of age, have 40 practice hours and possess a permit for at least 6 months before they allow you on road. To acquire a restricted driving license, you need to be at least 16 years and 6 months of age. To acquire an unrestricted driving license, you need to be 16 years and 6 months of age and have a perfect driving record. Otherwise you need to be 18. Legally speaking, your friend can’t obtain a license, given that he is 14 years of age. Even if he was 16 years old and with a clean driving record, he needs to have insurance to be legally allowed to drive.
Other than that, your friend is liable for any accidents he causes while driving even if the car is not in his name. He will be held liable for any property damage or casualty he may cause while driving and whoever the car is registered to will be liable for letting your friend drive the car thus leading to the incident.
Auto insurance and a driving license is a MANDATORY requirement for all drivers in the United States.
