You were CONVICTED of something. You will have to disclose your conviction(s) and it could interfere with obtaining a license. Depends on how long ago this occurred.

Most probably NO.
Check with your State Insurance Department though.

Hi, My husband lost his job and got unemployment, he was paying child support in 2 different states for 2 different children, he thought unemployment was paying both women but was paying the full amount to only one women. He then got a felony 4 years ago for non payment and put on probation. He now has a job and pays all of his support on time every month for the last 3 years. Is he able to apply for his life insurance license in CA?

A felony conviction of any kind within five years prior to submitting an application is grounds to deny the application without a right of appeal. If an application is denied as such, the applicant cannot file another application within the next five years -- it will automatically be turned down.
Best to wait until the five full years has elapsed before submitting the application. It could still result in a license denial, but at that point, it would require a public hearing to determine fitness for an license.

If you are currently on probation, then you weren't merely "charged" with a felony, you were convicted. You said this occurred when you were "age 17" but you don't say whether you were prosecuted as a juvenile or an adult, and this makes a BIG difference.
Generally, drug possession crimes are not much of an issue, but your crime was "manufacturing / delivery" (probably of methamphetamine or crack cocaine), so my guess is that you were prosecuted as an adult, and that will probably prevent you from being licensed within 5-10 years of the date of your conviction, possibly even permanently.
Each state deals with this in a different way, so you need to discuss it with the Dept of Insurance and see what they say. No one here can give you the answer you are seeking.
