My son is 19, away at school where he does not drive. He has been away since he got his license and I have not added him to my insurance. Our insurance company recently sent me an intimation where they are forcing me to add him to our insurance for 'protection'. He does not live with us, does not own a car and does not drive. Am I missing something here?

Question... if he does nto drive, why does he have a drivers license? Truth is... he does drive... and _will_ drive.
As mentioned above, the part you are missing is that there is no reason for a person to have a drivers license unless they are going to be driving. When you son does drive _and he will_ and is in an accident, you will be looking to your carrier for coverage (and if they denied your claim would complain about that outcome). Most states would require the insurance company to provide your son coverage so your carrier wants to collect a premium for that coverage.
If you don't want to pay for insurance on your son, have him turn in his drivers license. If he won't be driving, as you state, then he does not need it. He can get a state ID.
Your policy would probably still need to extend coverage to your son as he perm. residence is your home, not his school address.

Perhaps I should have been more clear in my problem statement. His driving licence is his primary ID and he does not drive currently, since he is at college where bikes are the primary means of transportation

Then have him surrender his driver's license and get a state ID. Isn't that just what tcope1 said?

A valid passport will also serve as legal ID.
